This course introduces students to the study of relations between civilian authorities and the security sector. It interrogates the political conditions that account for diversities in the nature of the relations between political elites and the security sector. Using theoretical approaches of Civil-Military Relations (CMR), students will have an opportunity to test various assumptions and examine case studies that ably describe differences in CMR across political regimes. And while our mainstay will be to understand contemporary CMR premised on democratic control and oversight of the security sector, the course will also attempt to understand the effect of incomplete democratic transitions on the nature on CMR in most developing countries.
