This course discusses critical issues relating to public safety and
security. Specifically, the course examines the laws, programs,
agencies, and institutions involved in the provision of public safety.
The course further discusses the challenges that public safety agencies
and institutions deal with especially with regard to emergency response.
To understand these issues and themes, the student will explore the
political system, the role of central and local governments,
bureaucratic politics and power, ethics and the various theories of
administration that guide public managers in the provision and
administration of public safety.
